EITC Guidelines

Pennsylvania Educational Investment Tax Credit (EITC) is a program administered by the Pennsylvania Department of Community and Economic Development. EITC allows businesses to redirect their PA tax dollars to Scholarship Organizations.

What taxes are eligible for EITC?

Corporate Net Income Tax

Capital Stock Franchise Tax

Bank and Trust Company Shares Tax

Title Insurance Premiums Tax

Mutual Thrift Institution Tax

Personal Income Tax of S Corporation Shareholders

How much can my business contribute?

Tax credits equal to 75% of your contribution, up to a maximum of $750,000 per taxable year, can be increased to 90% of the contribution amount if the business agrees to provide same amount for two consecutive tax years.

OTSC Guidelines

Pennsylvania Opportunity Scholarship Tax Credit (OSTC) is a program administered by the Pennsylvania Department of Community and Economic Development.  OSTC allows businesses to redirect their PA tax dollars to Scholarship Organizations (SOs)  SOs use these contributions to provide tuition assistance to eligible students residing in the attendance boundaries of a low-performing school.

How are my funds use by the Scholarship Organizations?

Funds received through OSTC Provide need based tuition assistance to eligible students residing within the attendance boundaries of a low-achieving school.  A low-achieving school is defined as a public elementary or secondary school ranking in the bottom 15 percent of their designations as an elementary of secondary school based upon combined math and reading PSSA scores.
